Jin,

The HTTP Referer is an optional CGI variable as it solely depends on whether
the web browser tells you it or not.

If you want users to be redirected back to the application they logged out
of, then you need to alter the logout links in those applications to take
advantage of the 'url' query string parameter in the call to /logout.  If a
value is specified, then the default UI behavior is to show a link
mentioning it is suggested the user go there.  You can alter the JSP used
for logout to automatically redirect them instead.
