When started in bootstrap mode, Z should advertise its status with a flag that 
says "I'm here for the purposes of sending me data, but I'm not accepting reads 
until I have that data."  Then we can reject reads w/ UnavailableException 
since anyone sending a read anyway is buggy.

(Writes we should accept since they will be forwarded by the old node.)
