Even with maximum possible streaming efficiency I think we still want
repair-via-range-command. The reason is, having 1000 small sstables is BAD,
and streaming necessarily generates sstables. Rather than stream-then-compact
lots of small files, it's better to buffer small repairs up and that's exactly
what the standard memtable write path does. :)
