This patch demonstrates how to split up the config files using just built-in
XML facilities. No code changes. I split it up in a way that makes sense to
me but it's certainly not the only way to go. Explicitly validated external
includes are probably not worth it if the XML config backend is going away. If
this patch doesn't go into SVN, perhaps the wiki should be updated to show it.
