I was wondering windsor saw the changed configuration and updated the
properties for future object creation.

    <Sql.ConnectionString>...</Sql.ConnectionString>
</properties>

MySuperAwesomeSite.Data"

        <connectionString>#{Sql.ConnectionString}</connectionString>
      </parameters>
    </component>

public class TaxRepository
{
    public TaxRepository(string connectionString)
    {
        ....
    }
}
