Oops, I broke it good now. I turned on the option in TeamCity to clean the
build working directory everytime it runs. I think maybe the roelof user
doesn't have access to C:\websites.

It looks like you found a way to get diacritics in the xml file without
anakia falling over. I tried getting that to work and gave up.
