Do you ever thought about using Redmine http://www.redmine.org/?

Its a ruby based much enhanced trac like modern issue tracker with support for multiple projects. The issue tracker is nice, it hase support for build in news, files, wiki ,forums and repository view also for git. And there are also a lot if plugins which could extend the workflow.

There's still the offer on the table from John to buy YouTrack, and
Krzysztof is using his contact from JetBrains to see what he can do.
Ayende and Richard Bellamy originally offered to host this, I don't know if
they still stand by their offer.
