OWIN is not a web server interface.

it is a specification that define how servers, web frameworks and other
middleware communicate between them.

so there isn't an "implementation of OWIN".  There are components, servers
and frameworks that conform to the OWIN spec, therefore can play together.

e.g.:
Kayak conforms to OWIN.  Say that IIS will also conform to OWIN at some
point.
Assuming you use a web framework that uses the OWIN spec to interface with
the web server it is hosted in, then you would be able to switch between IIS
and Kayak without any problem.

Assuming that said framework is MR3, meaning you'd have multiple options for
hosting your application based on your needs.
