As I test, I put these two controls on the page:
${FormHelper.Select("Regions", Regions, {"value":"ID",
"text":"Description", "firstoption":"All", "firstoptionvalue":"All"})}
<br />
${FormHelper.Select("Regions", Regions, {...@value:@ID,
@text:@Description, @firstoption:@All, @firstoptionvalue:@All})}<br />
They default to the last option in the list.
