One choice is to use a filter.

[Filter(ExecuteWhen.BeforeAction,
typeof(IPreloadBaseControllerPropertyBagFilter)]
public class BaseController {
}

public class PreloadBaseControllerPropertyBagFilter : IFilter {
    public virtual bool Perform(.....) {
        controllerContext.PropertyBag.Add("mykey", myvalue);
    }
}
