a) You can use it for a number of files
b) You can use it in the main page view & in the views for several
view components, and if they all include the same file, it will be
included only once.
c) used as a block component, you can also include snippet of script,
and again, the same snippets are included only once.
d) It can be configured to use Google's JS library CDN.
