I tried both <clear/> and removing the StaticFileHandler like so:

          <handlers>
                  <remove name="StaticFile" />
                  <add name="Monorail" path="*.html" verb="*" 
modules="IsapiModule"
scriptProcessor="%windir%\Microsoft.NET\Framework
\v2.0.50727\aspnet_isapi.dll" resourceType="Unspecified"
requireAccess="Script"
preCondition="classicMode,runtimeVersionv2.0,bitness32" />
          </handlers>

Both resulted in an error stating that the file extension for the
requested URL does not have a handler associated with it, but it's
clearly mapped like this!  What else could I be missing?

I do plan to update to the release, but have to wait until after this
issue.
