I believe that the decimal validator is not following the spec concerning the
validation of the totalDigits and fractionDigits facets. Currently, the
Castor code requires that the number of digits is "equal" instead of "less
than or equal" to the specific facet. As an example "4.0" should be allowed
in cases where the schema indicates that the number of fractionDigits is 2.
