7.1 is fully ok. At the moment, you'll get a cygwin version 7.1.3 that
runs just fine. Only if you need unicode, you'll need to compile your
own one. But please use cygwin 1.3.2-1 instead of the newest 1.3.3-2,
because this one has a bug making "ps" not working anymore, so the
pg_ctl doesn't work anymore.
If you need a compiled unicode version of postgres, just drop me a note,
I'll send you one (att: it's BIG).
