It goes under the WEB-INF/classes dir of your web app root (NOT under webapps/ROOT/, but something like webapps/MyApp/WEB-INF/classes) I'm not sure but, you may be able to put it in the lib dir under the same WEB-INF dir. I know it works in the classes dir.
