What version of Tomcat? I know that tomcat 4.0.2 and 4.0.3 has had some classpath issues (which cocoon fails on big time) but 4.0.4b2 works. 4.0.1 works too, but has a security flaw. If you're using 4.0.2 or 4.0.3, try 4.0.4b2 and see if that fixes it.
