Arnaud is currently on vacation so I'll try to be of some limited help
here.
When checking the structure type for equality with Structure.SCHEMA it
means we're checking to see if we have an instance of an actual Schema
object. ("instanceof Schema" could also have been used but requires
additional overhead)
I'd have to look at the code again to say for sure, but based on what
you have posted it looks like the code wants to make sure that the
current element is top-level, or a direct child of the Schema itself and
not embeded in a ComplexType or model group.
