I don't believe so - I don't read these documents all that well, but section 3.4.2 of 
http://www.w3.org/TR/xmlschema-1/ seems to indicate that my schema is valid.  XML Spy 
also validates this schema as correct.

It's not correct XML schema. Attribute "mixed" must be set on
"complexContent" element- child of "complexType", look at spec.
