'working directory' is the directory from which you
launch the program, if you type:
c:\mydir> java myprog
then 'c:\mydir' is that directory.
Anyway, you get that directory with
System.getProperty("user.dir");
and you can change it with
System.setProperty("user.dir", newdir);
