I don't see where a XSD file requires a schemaLocation?  XMLSpy doesn't
create one either?

I've noticed that Arnaud changed the SourceGenerator and the
BuilderConfiguation back in November in the areas where Mike's exception is
being thrown. See the following diffs:

I may be wrong (I'm sure Keith can correct me) but I don't see any null
checks occurring on the schemaLocation which might account for the NPE when
performing the _locpackages.put() in the
BuilderConfiguration#setLocationPackageMapping() method.

Keith, can you confirm/deny this for me please?
