The "Rules Committee" having met in good order. (Under the influence)..
And having read your terms, Agrees to all Except # 7.
 
The Committee wishes to  remind the applicant that the Original discussion included the problem of ..   An Auto-Tiller... Holding the course.
 
The TEST being: A boat moving away at some modest speed and said MOB trying to REACH a Trailing rope. (The rope length being "Reasonable". Say 50 feet).. 
Then with the Body "Dangling" on the end of a rope trying to pull it's self back to the boat.
With a vessel coming to the EYE of the wind, boat speed would likely drop to  zero and then the "Test" would be like ...  well, Like....  Someone falling off while at anchor..
No FUN at all..
 
As to your request # 7 ..
The Committee was adamant on this point..  "The vessel is to CONTINUE on it's course and speed, while the TEST DUMMY tries to pull it's self back to the boat and climb aboard" .
 
Also, the committee was in Shock and Awe that # 5 requested ...WATER TEMPS to be at Bath Water stage?
The Committee realizes that the Bay Boyz are wimps, But accepted the request. They realized that those folks are in a Weakened Condition from living in that area too long.
The Committee DID remark that " If we had to wait until the water got 70 degrees, we would NEVER sail."
 
They did offer an invitation to the TEST DUMMY to come to the Pacific Northwest where the water is at a "MANLY" Mid 50s Fahrenheit most of the year..
 
All other Terms were acceptable by the Committee.
