While excellent advice has been provided by all on sealing the screws for the handrails with caulk, I believe you have all missed the point of the original query.  He has already purchased the butyl tape and wants details on how to do an installation with it.   As I’ve never used butyl tape, I’m unable to provide an answer.   Bob Mann Windcatcher #5928
