Sorry it’s a USCG imposed design feature. The area is meant to hold an oil absorption pad and is not allowed to drain to the bilge.
We had the same thing on our first outing which was about 35 miles, so it when right to the top of my priority list. Standard packing has to drip to cool itself but there are drip-less packing materials that don’t. I hadn’t learned about the PTFE flax nor the "Drip-Less Moldable" packing kit back in ’95 so I went for the PSS Shaft Seal. It turned out that the packing gland was not the source of my water. There’s a duck-bill vacuum breaker high on the port wall of the engine compartment. It’s in the raw water circuit after the water pump and seals fine when running. However when you shut the engine down it burbles water as the raw water now stopped in the heat exchanger expands. Actually it burbled slowly down the hose and crossed to the wiring harness that it followed it the area over the tail shaft before falling to the hull to masquerade as a shaft seal leak. I had to resort to drawing a grid of water soluble marking pen lines before I determine it was not coming from the shaft seal at all. Water crossing the line breaks it. I know one owner who had the vacuum breaker plumbed through the bulkhead into the space under the sink and raised high enough to eliminate the problem. I solved it by simply picking up the barbed fitting version from a Forespar dealer and connected a ¼” hose to it so that it carries the water through the bulkhead and so it drains to the bilge. The basin beneath the engine on my 1994 C270 collects water from the shaft seal, and it does not drain to the bilge. Has anyone modified this to allow the basin to drain to the bilge? It gets annoying when under sail as the basin drains onto the cabin sole and makes for a slippery surface.
