Don't forget to allow for the distance from the boom to the front of the mast!

The Main Foot should be 10.5 for a standard rig.  The boom end is slightly more.  You only need to cover the sail.  The end of the sailcover is pulled taught with a line from a grommet in the cover to the end fitting and that distance can be as much as six or seven inches (estimated).  I would suggest you send the old cover providing you haven't made a new exotic or racing mainsail in which case the sail may be bulkier, particularly at the head; in that case it needs to be measured with the sail in place.
