Dave,
Regarding the fuel vent, basically the design itself is supposed to prevent
water from getting into the tank through the vent line. There's probably
not much of a need to change the stock configuration. If you have your vent
line off, just make sure it's not clogged with random debris.
Regarding the fuel/water separator, the bowl that screws onto the bottom of
the filter element is designed to be able to come off, be dumped, and
screwed back on without any air intrusion into the fuel lines. Depending on
what Racor you have, the bowl will be metal, plastic, clear plastic with
either a thumb screw, or a nut on the bottom. If the water fills the bowl
before you have a chance to drain it, you should probably replace the
element b/c of water getting trapped in it with nowhere to go.
Overall, you should think of the water collection bowl as a separate entity
from the fuel line, simply for the reason that it won't create a need to
bleed the system when it's removed.

I have two lubber questions:
First, what keeps weather/water from entering the breathing vent for the
fuel
tank on i/b C-27's? Is there a flap or does it soley depend on the
downward
facing vent holes to do the job?
Second, when you empty fuel/water from the bottom of a water separating
fuel
filter do you have to bleed the lines/filter again or does the vacuum from
the
escaping fuel/water pull fuel into the filter?
