Use a good quality hole saw - if there is a pre-existing hole that you are trying to make larger you can drive a wooden plug into the existing hole and then use the hole saw. If you don't have a hole saw that size you can use a rotary tool like a roto zip or a jig saw. But for the best fit and finish you can't beat a hole saw.
