Catalina cut a few corners when they made these boats. No thru hulls, just a nipple attached to a fiberglass volcano. In addition they originally had ordinary gate valves attached to them. To replace them, put a wooden plug in the hole from the outside, then using the right sized hole saw cut a hole around the existing one, clean off the excess of the base of the volcano on the inside. Now install a real thru hull with a real sea cock.
FWIW here is my $0.02; I'd check the integrity of the thru hull fittings, replace the gate valves with ball valves (the Lowes kind) and put the thru hull replacement job in the can for another wintertime. By the sounds of it you have quite a few jobs already. Do you have blisters on the bottom? If not then the work of a bottom job with barrier coat and everything else may be overkill. Wax the topsides between water line and deck with a good quality wax and put on a good coat of bottom paint. What kind of engine do you have? The old adage applies "The most important thing a sail boat should have is a reliable engine" Have fun with all the preparation. BTW: I'm not too happy about the weather either.
