I have a Petter diesel 6 hp (overhauled). I too get about 5.5 knots in flat 
water and no sail
@ 3000 rpm (approx). Factory 2 blade 12 X 7 prop. I had pitch changed to 9.
rpm fell to 2450 and speed to 4.5 knots. Had it changed back to factory pitch 7 
and
it's back to 5.5  and 3000 rpm. Point is--they know what they are doing 
(factory)

  I recently replaced the atomic 4 in my 1987 shoal draft 27 with a yanmar 1 
cyl, 6.5 hp diesel.  So far the fastest I can go under power is 2.5 knots.  
There is a 2 bladed prop on the boat from the original atomic 4.  Can i change 
the prop to a 3 blade or different pitch will I get more speed?  The engine has 
a 2:1 reduction.
