I would like to thank all who help me solve  my loose rudder problem.

I have come to the conclusion that the problem started with a small leak at
the point were the rudder post goes into the rudder blade. I believe this
caused the foam to become saturated with water. When the boat was hauled for
the winter the water in the foam expanded and caused a small crack in the
fiber glass at the bottom of the rudder. My repair of this crack did not
solve the root cause and after repeating this scenario for ten plus years
the foam dissolved and the reenforcement bars in the rudder began to move in
the vacuum caused by the dissolved foam.

I have now ordered a new rudder from Booth Enterprises.
