Wing Tip came with an emergency tiller. It's very utilitarian, basically just a steel tube with steel handle that attaches into the top of the rudder post through a cockpit floor access port.
Unless your boat was a tiller to rudder conversion, where a PO could have skipped a step, Catalina Yachts - Parts Dept. (not Catalina Direct) should be able to help you. Emergency tillers are very utilitarian compared to the investment cast bronze and chromed replacement full time tiller head. If I had to replace mine I'd expect closer to $50 not $600.
