That's because that poll is skewed. You can only choose one option, even if more than one is acceptable to you. Thus, persons must vote strategically to avoid a bad outcome due to a split vote.

If you were allowed to select all acceptable options, I would've included "mail to package owner only" as an acceptable option. But since I can only pick one, I would not "waste my vote" and thus keep my most-preferred option (no commenting system at all) from receiving a plurality of votes.


That's exactly what I thought too. Except my vote still went to "mail to package owner only".
