I'm giving up. Who, inside ActiveState, have you talked to who said that ActiveState wants to use pubsubhubbub for receiving change notifications from PyPI? I suppose the answer is "Nobody" - you are just *assuming* that ActiveState may want to use pubsubhubbub.
