Anatoly, Richard is right. Packaginator lets you stand up your own version of the tool, which merely grabs from PyPI various stats. While Packaginator core will never include a private rating system (everything is based on hard metrics because ratings are too easily skewed), we are working on an API so you can add that sort of functionality to your own instance without forking so hard you can't accept patches.
