Maybe so. It seems oddly local to PyPI, however (mail, IRC, web browsing
all seem fine).
The cloud bit is that it was moved to the PSF private cloud but that
was quite a while ago.

FWIW everytime I had slow installs on Nose or Docutils, it was because
of some links external to PyPI
the installer followed.
To check if this is the problem, you can use
--allow-hosts=pypi.python.org in easy_install
