In accordance with ISO policy, an ISO ballot concerning the 5-year review of
the ISSN standard, ISO 3297,   is open. Jill Emery has requested input to
the ALA vote by this Monday, August 29. The voting period ends on September
9. The U.S. ISSN Center and the Library of Congress support opening the
standard for revision. The standard was last revised in 2007.  The digital
world in which the ISSN has become increasingly important has changed
dramatically since 2007 and the ISSN standard should be updated to enable it
to play a key identification role in the emerging linked data environment.
We encourage ALA members to support opening this revision.

The ISSN International Centre provided the following information about the
revision:

?             The ISSN International Centre is the Registration Authority
for ISO 3297.
?             ISO 3297 was first published in 1975 and last revised in 2007.
?             In 2010-2011, the standard came under systematic revision and
was confirmed.
?             On April 2016, a five-month ballot on systematic revision was
launched.

The ISSN International Centre considers that a revision of ISO 3297 is now
justified for the reasons detailed below:

Defining what ?editions? represent in the digital world: The ISSN standard
states that ?different ISSN and key titles shall be assigned to the
different editions?. It may be useful to define further what to consider a
?different edition? in the context of digital publishing.

Revising the list of mandatory and facultative [optional depending on the
context] ISSN  metadata: Consistency should be ensured with other
bibliographic standards.

Granularity of ISSN assignment: An ISSN currently identifies a unique title
on a specific medium, while the ISSN-L identifies a unique title whatever
the medium may be. The creation of a ?meta-ISSN? identifying a same title
through history and whatever the title changes may be or the possibility to
use the ISSN in the identification of subparts of a serial, e.g. issues,
could be further investigated.

Use of ISSN and ISSN-L with other identification and linking systems: The
relationships between ISSN and other identifiers or the use of ISSN in the
linked data environment may come under consideration.

The ISSN International Centre hopes that national member bodies will vote
for revision/amend in the Systematic Review ballot and include possible
issues for consideration in any revision that would follow.

Hi All,

Currently ALA is voting to confirm this standard. However, if you have
feedback or considerations for revising & amending, please let me know that
by 29 August. Also, please let me know if you are interested in serving on
the working group for this standard.

So far, the following points have been made by other voting members:

"In the past ten years since the standard was adopted in its current form,
there have many changes in the publishing and cataloging communities. We are
now in an environment where many communities are moving to present
information as linked data. In a linked data world trusted, reliable
identifiers are critical and the ISSN potentially can play a key role for
the serials community. However, we need to first define the correct levels
of granularity at which ISSN should be defined and better clarify what is a
serial work.
Do we need identifiers for serial ?families? that include title changes,
splits and mergers? Do we need identifiers for each particular format in
which an electronic serial may be encoded? Does every level need a unique
identifier or is there value in going back to an older suggestion of using
suffixes along with a base ISSN at a particular level?
We also need to be sure that the mandatory descriptive data required for the
ISSN is in line with other standards related to serials data, such as DOI,
RDA, and ONIX."

"1. The ISSN-L linking identifier introduced in the last revision attempted
to address a real need, however while a good idea in principle, has proven
to be unwieldy and cumbersome to implement in practice. The requirement that
the first media-specific ISSN is designated as the ISSN-L, and the lack of
ability to distinguish between an ISSN-L and a media-specific ISSN has made
implementation and adoption hard.

2. The ISSN requirement that different media versions of a continuing
resource are designated different ISSNs is impossible to apply to digital
resources, which have no physical manifestation. Thus, the correct practice
for assigning ISSNs to digital continuing resources is unclear. Are
different formats of a continuing resource available by the same channel or
platform to receive different ISSNs? Are identical manifestations of the
same continuing resource available by different channels or platforms (e.g.
publisher sites, aggregator sites) to receive the same ISSN? This urgently
needs to be clarified. Further, references to publication in formats such a
microfiche and CD-ROM are increasingly anachronistic and should be
considered for removal of the standard.

For these reasons, We believe it is vital to update the ISSN standard to
ensure its continued relevance and adoption has more and more use of
continuing resources moves online."
