the same error came up denying me access to run "make install".

Where is the output from Makefile.PL - is there really none?

From this point on in the log shows you doing something completely different, then coming back to run make install.

Can you rm -rf your ~/perl5, and give us a full untrimmed log of bootstrapping local::lib _only_, as documented with the _FULL OUTPUT_, and without random other stuff.
