On June 30, the funding for Title V Abstinence Education program expired. This was started in 1996 giving states $50 million for abstinence programs for teens. In addition, President Obama wants $177 million from the 2010 funding of Title V and CBAE - Community Based Abstinence Education program to be redirected to a teen-pregnancy initiative. Abortion rights groups are lobbying congress to make sure this initiative includes comprehensive sex education for our children. This week the National Institutes of Health (NIH) released the new guidelines for Human Embryonic Stem Cell research implementing President Obama's executive order for increased federal funding for embryonic stem cell research. Under the new guidelines the destruction of human beings in their earliest stage will be encouraged and funded by federal taxpayer dollars. The Tiahrt-Davis amendment was offered to reverse the Dornan amendment repeal by the subcommittee at President Obama's request. The Dornan amendment has prohibited the public funding of abortion for 18 years. In an email to supporters, Nancy Keenan, President of abortion rights group NARAL, praised Catholic Congressman Jose Serrano (D-NY) for leading the effort to oppose the pro-life amendment, "We cleared an important hurdle, thanks to the leadership of subcommittee chairman Rep. Jose Serrano and our pro-choice allies on the House Appropriations Committee," Keenan said. Rep. Serrano was not the only Catholic representative to oppose the pro-life amendment, 12 others followed his leadership. These thirteen Catholic representatives together have accepted over $750,000.00 in campaign donations from abortion rights groups. The Catholic Representatives voting against the Tiahrt-Davis amendment are Ed Pastor (D-AZ), Lucille Roybal-Allard (D-CA), Rosa DeLauro (D-CT), John Salazar (D-CO), Pete Visclosky (D-IN), Tim Ryan (D-OH), Betty McCollum (D-MN), Patrick Kennedy (D-RI), Ciro Rodriquez (D-TX), Jose Serrano (D-NY), Maurice Hinchey (D-NY), Jim Moran (D-VA), and chairman Dave Obey (D-NY). This anti-life vote by these Catholic representatives was a blatant rejection to a request made by the bishops to oppose the public funding of abortion in the District of Columbia. Yesterday Pope Benedict met with President Obama and while the meeting was cordial, our Holy Father used the opportunity to present President Obama a copy of a Vatican document on bioethics, Dignitatis Personae, to help the president gain a better understanding of Church teaching on using embryos for stem cell research, cloning and in-vitro fertilization. The president said he would read it on his plane trip to Ghana. Let us ask St. Benedict for his intercession, that President Obama comes to see that all life must be protected especially in its early and vulnerable stages.
