I just returned from a walk along the shoreline at Stewart Park. There was a pair of Forster's Terns alternately perched on several of the orange/white buoys directly offshore and foraging just off the beach. Actually, I only observed one of the birds foraging. It would dive, come up with a small fish, and either consume it immediately of deliver it to the second bird out on the buoy. Adult feeding young?
