That looks to me like a samara type seed from an ash tree or tulip tree, in which case it could be a food item.

It appears to be a male House Finch passing a non-food item (a leaf?) to a female.  I have never seen a bird do this, unless it was material brought to a nest site.  Any thoughts on this behavior?
