Carl,

Perhaps I am not understanding the question correctly, but the current RBA 
system is, in fact, a text-based system.  Although there is a website and a 
smartphone app for it, you don't need those to use the service (correct me if 
I'm wrong), and it sends instant text messages just like the old one.  I have 
the app but I still choose to get the text messages.  This is the service Jay 
McGowan set up after we lost the old one.  Any member of it can sign up other 
members with just a phone number.
