Enterprise Content Management



The Enterprise Content Management (ECM) group currently supports several
applications that store statewide images in the FileNet P8 repository. The
ECM supports: On Site Scanning (OSS) system is used by 42 social services
districts (SSDs) to scan, index and commit client images into the Imaging
Enterprise Document Retrieval System (IEDR). Current development to ingest,
process and store client applications for services documents is ongoing and
will assist in processing client cases and alleviating a duplication of
effort for the client when submitting documentation. Images are also
ingested utilizing a FileNet P8 web service when a client submits images
through the internet facing myBenefits website. Fair Hearings Decision
Management System (FHDMS) this system is slated to go online in the FileNet
P8 environment in March 2013. This re-platformed online system support the
OTDA Fair Hearings process. County Conversions and other methods of
ingestion into the FileNet repository are ongoing and development is needed
for the ECM shared services to communicate with the service consumers and
the repository object stores. Also, ECM is currently moving from the BDS
COLD document repository to IBM Content Manager on Demand (CMOD) to support
the new OTDA Document Archiving and Retrieval System (DARS). this systems
contains reporting, local district and other client related documents need
for review or statistical purposes by OTDA program staff and local district
workers. New applications, enhancements and bug fixes for all content
management applications and software utilized are all the responsibility of
the ECM.



*Daily Tasks will include but are not limited to the following:*

   - Participate in Joint Application Development sessions to assist in the
   preparation of Use Case analysis deliverables.
   - Interpret Use Case requirements, seek clarification from Business
   Analysts as needed and estimate, propose, prototype and develop a solution
   that integrates within the existing ECM technology stack and framework.
   - Develop applications for the ECM in J2EE, Websphere and JBoss
   Enterprise Application Server, Red Hat Enterprise Linux, Oracle 11g, IBM
   MQ, IBM FileNet and Unisys Mainframe environment.
   - Provide mentoring to State staff and other contract resources as
   required. - Provide troubleshooting and end-user support/problem resolution
   when necessary.
   - Provide technical documentation, solution prototypes, conduct
   demonstrations of work in progress and completed work to business subject
   matter experts and other technical staff as requested/required.



*PART A:  The ONE MANDATORY REQUIREMENT:*



*Senior Level *

*You must be a Senior Developer / Java J2EE, FileNet with documented
employment experience of 5-7 years (60 - 84 months).*



-  You must have experience with analysis, design, coding, component and
assembly testing of all application code owned by the Application Team.
 Maintenance (including production support), enhancement and development
work.  Write application software, data analysis, data access, data
structures, data manipulation, databases, design, programming, testing and
implementation, technical and user documentation, software conversions.



 - You must be able to work without assistance and can provide leadership
for others; may have advanced education.



*PART B:   Requested Desirable  Qualifications:  *The numbered
qualifications below are not mandatory, but candidates should meet or
exceed in duration and skill set target asked for, at least 4 of numbers 1
through 7.

1.    Minimum of 60 months experience with writing Java application
software for data access, data structures, data manipulation, databases,
testing and implementation, technical and user documentation, software
conversions; available to assist and/or lead in the design of program
specifications and the implementation of software solutions.

2.    60 or more months experience with demonstrated proficiency in the
proper application of standard design patterns (J2EE) to solve complex
business problems.

3.    60 or more months experience working with developing Java J2EE
transaction applications against Oracle databases.

4.    48 or more months development experience in the *FileNet Suite of
products.*

5.    48 or more month’s experience analyzing business processes and
workflows and working with non-technical staff to develop system
specifications and resolve problems.

6.    48 or more months experience with use of *XML and web services in a
J2EE environment*.

7.    36 or more months experience working with/developing Java solutions
with a *Web security protocol using LDAP and Netegrity SiteMinder*).
