I'm pleased to announce that a new version of Creative Commons web services (1.5) is now available. This release fully support localization of the web services interface, and also has improved error reporting. Full details of changes and the interface are available at http://api.creativecommons.org/docs/readme_15.html.
Note that not all locales are fully translated at this time; if a locale is not fully translated, English strings will be used as a fallback.
