I think Pootle can assist when the strings are in the same .po file; I'm
not sure about cross-file (since our strings are split into two files).

Not a bad idea at all; I'm at OSCON this week so won't have time myself,
but if someone wants to add that to the wiki, that'd be great.  The
manual translation instructions
(http://wiki.creativecommons.org/Translating_ccPublisher#Creating_A_Translation)
may provide a good starting point.
