I'll let Mike explain what he was talking about but, yes, I was saying that license information should be available in the metadata and optionally verified online just as CC licensing works in MP3s. Whether this is a main motivation in the GPL or not (I don't think I said either way), many people use the GPL in the same way (verifying the GPL license claim at hand by using the link or email address supplied).
