[ccache] create CACHEDIR.TAG [patch]

Hi, I suggest implementing the CACHEDIR.TAG proposed standard[1]
for telling utilities that the .ccache directory can be omitted
from archiving.  Below (inline attachment) is a patch which
creates the CACHEDIR.TAG file appropriately.  Best, Karl
