You could also try to "only" reserve 74%, so change for example your FTP
class to 9%. I had this issue once on a box where I could only reserve 74%,
when I tried with 75% I got the same error message as you.

This has changed several times between versions of code but either way
what you have should work.  You have it at 75%.  What else do you have
applied to the interface?  You can change the max reserved bandwidth
command to 100% to get it to take.  But something must be causing it
not to take.
