As long as you have the correct confederation identifier between all the sub-as's you only need to specify the neighboring AS's so correct if that is the only neighboring AS that would work.

This command is needed only when your router is going to be peering with another confederation AS peer. You will only need to mention the AS you are peering with. However, It will not make any difference even if you mention the AS it is not peering with.
