(1) If access-group permit any , adding class under line won't do anything good.

 

(2)  session time-out 0 0 means "indefinite idle timeout"

My initial approach:

access-group 23 in
login authentication ipexpert
sesssion-timeout 0
logging synchronous
 
access-list 23 permit any

Questions: 
1- Would my approach be correct?
2- I do not see where the PG solution addresses the requirement for " ... 
telnet sessions should never time out".
