RANCID is the king when it comes to config backup and management.

Just to be picky - network management != config backup

Network management = HP OpenView, CiscoWorks, SNMP stuff
The config stuff you describe can be done by these products but when people
talk about network management they generally mean monitoring and anything
else that involves SNMP.
