But understand that queueing is useful only for outgoing direction. So, we may 
not need for both directions. right? Anybody using queueing for inbound? If 
yes, used under what kind of situation? 
To me, second configuration will do and its enough?
I think ACL will be useful only to define the interesting traffic for customize 
ports.

Yes, if you are using the ACL version you should probably match traffic in both 
directions
